Iowa Local Technical Assistance Program

Description

The Federal Highway Administration (FHWA) recently unveiled a unique site to help local agencies reduce serious and fatal crashes on their roadways. The Local Road Safety Plan Do-It-Yourself Website includes resources local agencies and their partners need to create these lifesaving plans.

While the FHWA, in cooperation with the National Association of County Engineers and the National Local Technical Assistance Program, has spent the last five years helping local agencies create these plans, there are more than 23,000 local agencies in the country, making it impossible to deliver in-person training to all of them. FHWA developed the site to connect with all local agencies efficiently.

This webinar will provide an overview of the website to help local agencies create their own local road safety plans.

Speaker Bios

Jerry Roche – Jerry is a Highway Safety Engineer with the Federal Highway Administration, and serves as the Data-Driven Safety Analysis Program Manager within the Office of Safety. Jerry is involved at the national level assisting state, local, and tribal agencies with safety data analysis methodologies, systems, and tools. Jerry is a member of the TRB Safety Performance Analysis Committee and serves on the panel developing the AASHTO Highway Safety Manual 2^nd Edition. Prior to joining the Office of Safety, Jerry worked for the Iowa Division and the Resource Center – Safety and Design Technical Services Team. Jerry holds BS (1999) and MS (2002) degrees in Civil Engineering from Iowa State University and is a registered PE in Iowa. Jerry has been with FHWA since 2001 and resides with his wife and three children in Ames, Iowa.

Hillary Isebrands, PE, PhD has served in the transportation profession for over 24 years. She focuses her work on improving the design and safety of our nations roadways by providing technical assistance, training, and technology deployment of proven safety countermeasures. Hillary is currently a Senior Roadway Safety Engineer and Team Leader with the FHWA, Resource Center, Safety and Design National Technical Service Team.  She specializes in the safety and design local and rural roadways and roundabouts.  Hillary is a Professional Engineer, a National Highway Institute Certified Instructor, the 2019 FHWA Engineer of the Year and has her BS, MS, and PhD in Civil Engineering (all from Iowa State 1997, 2004, 2011). Hillary is the Secretary for the TRB Committee on Roundabouts, past member of the TRB Committee on Geometric Design, and past Chair of the ITE Roundabout Task Force. Hillary lives in Colorado with her husband (who is an engineer, also ISU grad), two kids (one born in Ames) and puppy (also born in Iowa).
